Taipei City Government held a press conference of “signing MOU with Ministry of National Defense, R.O.C” today on July 20. Mayor, Ko, Wen-je cosigned memorandum of understanding with Policy Deputy Minister, General Pu Tze Chun, Ministry of National Defense, in the conference. Taipei City Government and Ministry of National Defense will collaborate on “the rezoning of Songnan barracks areas and bulk assignment of Heart Village and Yongchun Slope” and “cooperation on Beitou and Fusan barracks areas”, which will retain Heart Village and conserve Yongchun Slope Wetlands to complete the strategical arrangement and create win-win situation.
Mayor Ko, Wen-je thanked to the cooperation of Ministry of National Defense, R.O.C. Heart Village was one of the shooting spots of a popular drama, The Teenage Psychic. It has been a popular scenic spot to fans. To keep the feature of Heart Village, Taipei City Government collaborated with Ministry of National Defense, R.O.C on behalf of conservation plan, put in about 8 million 850 thousand dollars fund and actively strived for the support from Ministry of Culture to recover the history. Taipei City Government will keep on implementing cultural heritage preservation, activation and reuse of Mainland veteran villages. Furthermore, Yongchun Slope, located near Taipei Municipal Yongchun Senior High School in Xinyi District, will be the first metropolitan wetlands park with ecological conservation, cultural tradition and sustainable development.
Direct General, Lin Jou-min, Department of Urban Development, Taipei City Government further indicated Taipei City Government saved the expense of compensated land to approximate 3.75 billion for Heart Village and Yongchun Slope through rezoning and bulk assignment. The land value saved may be used in Songnan barracks areas at southern part of Songshan Airport. Moreover, Taipei City Government will obtain 3.5 hectares compensated land due to rezoning. It will operate in coordination with Dunhua southern and northern designated zone and the neighborhood of Mingshen community in the future.
Subsequently, Taipei City Government and Ministry of National Defense, R.O.C will start up rezoning and bulk assignment through cooperation to prompt the activation and reuse of Heart Village, build Yongchun Slope Metropolitan Wetlands Park and construct Dazhi Defense Zone to complete urban plan.
