The Scholars of the University of Tokyo Visited Department of Urban Development, Taipei City Government and Planned to Apply Building Bulk Bank System in Tokyo
In order to apply building bulk bank system in Tokyo and understand the implementation of building bulk bank in Taipei, Urban Engineering specialists, Professor Kidokoro Tetsuo and Associate Professor, Seta Fumihiko, from School of Engineering, the University of Tokyo and General Manager, Kamura Takashi, from Mitsui Fudosan Retail Management Co., Ltd. visited Department of Urban Development, Taipei City Government on Thursday, February 16, 2017.
Urban building bulk originally belongs to public resource. The benefits from adding building bulk should go to public construction and lead to urban development. Department of Urban Development abides by the concept of “building bulk belongs to public resource” and actively implements building bulk bank policy. Taipei City Government stipulated “Self-government Ordinance of Investigation Permit for Taipei City Building Bulk Transfer”, in order to improve old building bulk transfer system, speed up the acquisition of private own public facilities, monitor the quality of urban environment and set “paying cash over to the city government for building bulk transfer” into practice on June 30, 2014.
Direct General, Lin Jou-min of Department of Urban Development met them in person. Except for illustrating the plan that Taipei City government implemented “paying cash over to the city government for building bulk transfer” and the process, they discussed the issues, such as:building bulk control and building bulk transfer of both Taipei and Tokyo. The scholars of the University of Tokyo explained that Japanese consider government should control urban building bulk not to have the right on it. Nevertheless, they agree with our concept of “building bulk belongs to public resource”. Moreover, they will take the example which Taipei city set “paying cash over to the city government for building bulk transfer” into practice as a reference for future building bulk bank policy in Tokyo.
Through this meeting, both parties understood better on building bulk control and building bulk transfer systems of both cities, the promotion of building bulk bank system will be a goal for Taipei and Tokyo. Department of Urban Development will implement full-scale of “paying cash over to the city government for building bulk transfer” on June 30, 2017 to keep the quality of urban environment and speed up the acquisition of public facility reservation.
