Taipei Mayor Wen-Je Ko, Vice President Jui-Hung Liu of Asset Development Center of Taiwan Railways Administration, Chairman Cheng-Sheng Pong of Taipei Urban Regeneration Center, and fund provider, Chairman Tsang-tsun Chien of Ruentex Development were among the guests attending the ceremony. The project will stand as a very important transportation hub in the eastern district of Taipei. The construction project will combine transportation transfer stations, the international convention center and commercial and residential complexes, becoming Taipei&#39;s largest transfer hub, together with the nearby Nangang Bus Station. The construction project is expected to be completed in 2029.</p><p>&nbsp; &nbsp; &nbsp; &nbsp; Land for the construction project is owned by Taiwan Railways Administration. With the underground of Nangang railway, this piece of land was leveled for material storage. The city government began to promote projects in the Eastern District Gateway Project as there are many major public projects in the Nangang area, including the development of Nankang Software Park, Nangang Station BOT Building, Taipei Music Center, and the National Biotechnology Research Park. As a means of strengthening the transportation hub, developing industrial clusters, and enhancing the efficiency of public land use, this public urban regeneration project was born with the Taiwan Railways Administration providing the land, the city government being the overall planner, and the Taipei Urban Regeneration Center being the implementer. Designed and built with the funding of Ruentex Development, four buildings (one, 32-story office building and three, 37-story residential buildings) of steel and steel-reinforced concrete structures are expected to be built. A shopping mall will be built on the first and second floors of the building with an international convention center and transit set up to provide exhibition, meeting space, and transportation functions. In addition, a three-dimensional connection system is designed to connect: to the east - Nangang Bus Station to Nangang Train Station and the Taipei Music Center; to the south - Nangang biotechnology industry base; and to the north - Chiao Thai Hsing flour mill and Nankang Software Park, playing a vital role in linking important sites and industrial clusters in the Nangang area.</p><p>&nbsp; &nbsp; &nbsp; &nbsp; The Taipei City Urban Regeneration Office further stated that the international convention center and the transit station planned in the project were acquired by the city government through a donation of public welfare facilities of a capacity incentive. As the city government has the right to use the base of this construction project due to the sharing of funds for the underground development of the Nangang railway, the city government can use approximately 3,000 <em>ping</em> (9917 sq m.) for office space for new industries. An area of approximately 3,820 <em>ping</em> (12628 sq m., a capacity of 2,800 people) of the convention center will be integrated to be used for the surrounding related industries and Nangang Exhibition Center for joint development. Moreover, the transit station will have an area of approximately 1,509 <em>ping</em> (4988 sq m.), which can accommodate 23 seats on the platform and 13 seats in the spare parking lot. With great responsibility serving as a transportation transfer hub in the eastern district of Taipei, the site will provide transfer services for people traveling from the eastern district of Taipei to Yilan, Hualien and Taitung after integrating with Nangang Bus Station. The eastern district in Taipei city is expected to have a new urban appearance upon the completion of the construction project. Taipei City’s “Old Housing Renovation” Exhibition Drawing Competition Will Make You Think Twice About Urban Generation]]></title><link>https://english.udd.gov.taipei/News_Content.aspx?n=C2942D82D8C2F87C&amp;s=336B9239DB4EEF02</link><description><![CDATA[<p>Does urban regeneration mean tearing down buildings? Are there tips to increase the willingness of urban regeneration? To spark people&#39;s imagination that urban regeneration can mean &ldquo;renovation&rdquo;, the Taipei City Government has put together a &ldquo;Old Housing Renovation&rdquo; pilot project (the Project) of public renovation and maintenance from now until November 19 in the atrium of the first floor of the city government building. The opening event on the first day of the competition was hosted by Deputy Mayor Cheng-Sheng Pong. Seven architects who participated in the pilot project drawing competition for this year (2022) took turns introducing their work. In addition to showcasing classic examples of city renovation, visitors were able to cast their vote according to their imagination of city renovation and decide the final winner of the million-dollar prize.</p><p>Deputy Mayor Cheng-Sheng Pong said that people often connect urban regeneration with &ldquo;demolition&rdquo;. &ldquo;Rebuilding&rdquo; in urban regeneration usually takes time due to property rights allocation and financial risks. On the contrary, people can see &ldquo;renovation&rdquo; to mean repairing and maintaining entire buildings. This type of urban regeneration both takes less time to complete with lower costs, and residents do not need to move out of their houses during renovation. The most important thing is that their living area will not be affected at all, allowing them to grow old in their old house with neighbors.</p><p>The organizer, Taipei City Urban Regeneration Office, said that in a bid to allow more people understand &ldquo;renovation and maintenance&rdquo;, the city government initiated a pilot project this year. In the early stages of the project, through seminars, workshops, and the companion system, 75% of willingness of seven communities was increased within 1.5 months. In addition, a drawing competition for architects was brought into the communities. Differing from other drawing competitions, people were able to vote for the winner online and on site, boosting the imagination on building renovation for local residents. In the future, the winning designs will be gradually implemented through urban regeneration review procedures.</p><p>The theme of the drawing competition is to inspire the public and show how a &ldquo;renovated&rdquo; city should look. In fact, the renovation of buildings concerns both the exterior of the building and residents&#39; long-standing relationships with their neighbors. Based on this idea, the Taipei City Urban Regeneration Office has been planning policies focusing on &ldquo;renovation with your neighbors&rdquo;. In addition to exhibiting annual results of the 2022 public renovation and maintenance pilot project, examples of &ldquo;I will renovate first&rdquo; were also showcased. To meet the needs of the people while achieving social stability, the Department of Urban Development (DUD), has been doing its utmost to take inventory of the city-owned land since 2014. Within eight years, the development of a total of 20,429 social homes was planned, including 6,075 homes in 30 projects already completed, 8,036 homes in 24 ongoing projects, and 2,532 homes in 11 projects currently under planning and tendering. Together with a total of 3,786 units in 54 projects that were returned to the land owners, Taipei City has the highest number of social housing units in Taiwan. The city government has not stopped in its determination in the past two years. Amidst challenges such as rising prices and labor and material shortages, tendering for a total of 1,041 social housing units was completed, while 640 units are currently being advertised for tendering. In addition, taking into account the limited state-owned land resources in Taipei City, the DUD has been proactively acquiring land and housing resources via transit-oriented development (TOD) and E-Oriented Development (EOD) projects &ndash; returning ownership upon completion &ndash; as well as renovation of idle houses. To better care for the socially disadvantaged, the DUD has teamed up with the Department of Social Welfare to plan for NPOs to move into social housing, a goal which was achieved at Juguang Social Housing.</p><p>Due to the fact that renting in Taipei City has become a financial burden for many people, the equal-rent subsidy approach initiated by the central government no longer meets the needs of all families. In 2018, the city government took the lead and implemented a tiered subsidy policy for social housing and private rental housing, providing additional subsidies ranging from NT$3,000 to NT$11,000. This has significantly helped families in Taipei City, including disadvantaged families, households with three generations living together, and households with small children. In addition, the central government&rsquo;s NT$30 billion rent subsidy granted to some citizens was lower than what they used to receive from the city government. To protect the rights and interests of its citizens, the city government has created its own budget to make up the difference in the amount that citizens received in 2021, helping them to reduce financial burdens.</p><p>In addition to the ongoing construction of social homes and provision of additional tiered rent grants, the DUD encourages empty housing to join the social housing leasehold management project. To attract the participation of landlords, the DUD increased the market rent to NT$39,000, and has sought approval from the central government for another 800 homes to be included in the Phase III project. Due to the high rents in Taipei City, the DUD has repeatedly appealed to the central government to relax the NT$15,000 limit of income tax as stipulated in Article 23 of the Housing Act; however, the effort has not yet been taken seriously. The DUD will continue to advocate for citizens in the hopes that the government will join forces to solve the issue of high rents.</p><p>The DUD has stressed that Taipei City has delivered great results in social housing. However, housing justice is not just a slogan&mdash;it requires the joint help of the central government and city government to reform laws and regulations regarding the transparency of information about renting, the improvement of incentives for landlords and the planning of a social housing rent policy tailored to local needs. The DUD hopes that the central government will confront this issue and improve people&rsquo;s living rights.</p>]]></description><pubDate>Mon, 12 Dec 2022 06:54:00 GMT</pubDate></item><item><title><![CDATA[Grand Opening - Taiwan’s First Urban Regeneration-Themed Urban Concept Pavilion]]></title><link>https://english.udd.gov.taipei/News_Content.aspx?n=C2942D82D8C2F87C&amp;s=9BC2F662E6A37C65</link><description><![CDATA[<p>On October 21, 2022, the opening ceremony of the &ldquo;Taipei Urban Regeneration Idea Hub&rdquo; was held, unveiling Taiwan&#39;s first urban regeneration-themed urban concept pavilion. The space used for public welfare purposes was donated to the Taipei City Urban Regeneration Office by the implementer of the regeneration project at Beian Section, Zhongshan District in Dazhi. In the future, the Idea Hub will be used to promote and convey ideas about and knowledge of urban regeneration.</p><p>Deputy Mayor Cheng-Sheng Pong said that the regeneration project at Beian Section, Zhongshan District in Dazhi was an exemplary project in the city government&#39;s urban regeneration Project 1.0. The urban regeneration implementer was Taipei Urban Regeneration Center and the investor was Kindom Construction, a perfect example of an urban regeneration project led by the city government and incorporating private investment. Given the fact that the issues concerning urban regeneration will attract the most attention from Taipei citizens in the coming decades, the future use of the Idea Hub will be supplemented by &ldquo;Taipei UNZIP&rdquo; on Facebook, managed by Taipei City Urban Regeneration Office. Through a virtual reality integration approach, a variety of urban regeneration projects and activities to explore urban regeneration issues will be strengthened. The Idea Hub features a &ldquo;multi-use and easy-entry&rdquo; atmosphere, containing a reading space decorated with urban regeneration themes, Podcast studios, and a spacious exhibition area that can accommodate more than 100 visitors.</p><p>During the trial run of the Idea Hub, the Taipei City Urban Regeneration Office planned a series of opening events such as special exhibitions to showcase the ten-year history and achievements of the organization. In addition to scheduled tours, an array of seminars and board game experiences were organized during the exhibition period. Furthermore, the Taipei City Urban Regeneration Office joined hands with the Chinese Culture University to hold a Mapping & Talking Book Club to elaborate on Taipei&#39;s urban issues and various imaginations in life. To this end, the city government has organized 51 public hearings and explanatory meetings since 2016 to collect public opinion and strengthen communication prior to construction. At present, a total of 6,075 units in 30 social housing projects have been completed, a total of 8,036 units in 24 projects are under construction and a total of 2,532 units in 11 construction projects are in planning and tendering. A total of 3,786 units in 54 projects were returned to the land owners.</p><p>Although construction on social housing units has been slow since 2020 due to the lingering effects of COVID-19, including shortages of both labor and building materials, the tendering of 1,105 units at 5 social housing sites was completed, with construction underway. 720 units in four other projects have been planned and are currently pending tendering online. This shows that Taipei City Government&rsquo;s determination in social housing projects has not slowed down.</p><p>The City&#39;s land resources are limited and facilitating social housing projects requires a large amount of land and funding. Currently, 86% of the land among all social housing projects is owned by the city, and 96% of the funding is provided by the city government. NT$4.5 billion is funded by the central government, accounting for only 4% of the total.</p><p>As a local government with the largest number of social housing projects in Taiwan, the Taipei City Government has repeatedly shared its experience with the Ministry of the Interior and other counties/cities to help the central government and other counties/cities promote social housing. To speed up the promotion of social housing projects, the city government hopes that the central government will take a proactive approach in assisting local governments in acquiring state-owned land resources free of charge to remove land acquisition obstacles, while also helping the local government solve the labor shortage dilemma. The forum was attended by the City&#39;s urban planning personnel, urban facility committee members, experts, scholars and representatives of many professions, the City Government&#39;s agencies, and school representatives and the public. The 2 topics were: Refinement of strategy and outlook on Taipei City&rsquo;s Transit-Oriented Development (TOD), and co-prosperity of schools and communities in Taipei City&rsquo;s municipal buildings and land consolidation application (EOD) were widely discussed in the forum.<br />&nbsp;<br />In his speech, Mayor Ko mentioned that as Taipei City is the core of the capital&rsquo;s life cycle, its future must be planned from a larger perspective. In the next 30 years, it is inevitable to face and think about the 2050 net zero goal. TOD and EOD strategies that promote the development of the surrounding communities through the renovation of schools, in response to people having fewer children, will be the most important urban planning policy for Taipei City in the next 15 to 20 years. It will also be a large-scale urban planning reconstruction in response to an aging society where there are fewer children, and the combination of urban design and industrial revitalization by combining the MRT network in the living circle.<br />&nbsp;<br />The first topic in the forum &ndash; the project concept and case study of TOD, combined with EOD to achieve net zero &ndash; was explained by Commissioner Huang I-ping of the Department of Urban Development; this was followed by Director Chen Hsueh-tai of the Department of Transportation, Director Chang Tse-hsiung of Department of Rapid Transit Systems, and Deputy Director Feng Chao-hsing of Department of Rapid Transit Systems discussing the strategy and outlook for the refinement of the City&rsquo;s public transportation through aspects of human-oriented transportation development, the MRT network, TOD station development, and surrounding areas. The second topic in the forum &ndash; the concept and promotion of the EOD project, and the opportunities for the integration of the reconstruction of the City&#39;s old dormitories and social changes within an aging society with fewer children &ndash; was explained by the Deputy Chief Education Officer Deng Jin-quan; this was followed by Director Yang Cheng-hsiu of Shuang-Yong Elementary School Preparatory Office, Principal Huang Chih-yung of Chung-Yi Elementary School, and Advisor Hsiao Ling-yu of the Mayor&rsquo;s office, who spoke about the merging of Yongchun and Yonggi Elementary Schools, the renovation of Chungyi Elementary School, and the EOD community regeneration initiative. The forum was well-received by all participants.<br />&nbsp;<br />The representatives from industry, government and academia all agreed that the combination of TOD and EOD strategies is a meaningful way to promote urban development. Plans that combine urban development and school renovation will drive the regeneration of surrounding communities, proactively injecting new momentum into Taipei City&#39;s urban renewal projects. The opening ceremony that announced the operations of the Center was held today (5/12), witnessed by Mayor Ko Wen-je of Taipei City, Chairman Pong Cheng-sheng of the TURC, Deputy Secretary Chen Hsin-liang of Taipei City Government, Commissioner Huang I-ping of the Department of Urban Development, Director and Supervisor of the TURC, and many other representatives from industry, government and academia.<br />&nbsp;<br />Mayor Ko said that he has been making great efforts in social housing and urban public office renewal projects during his tenure. In terms of urban public office renewal, a total of 18 projects of demonstration bases for the 1.0 plan are currently being promoted and 8 have already begun construction (the urban public office renewal project at Beian Section, Zhongshan District in Dazhi acquired a use permit in April this year). The most complicated project &ndash; Siwen Phase 3 &ndash; was completed this year and is gradually being handed over after being demolished in 2018. This project was one of the most difficult tasks accomplished in the history of Taiwan&rsquo;s urban renewal. Thanks to the successful examples of urban public office renewal projects, the City Government proposed the Public Office Urban Regeneration 2.0 plan in 2020, aiming to provide services for older communities. Currently, the TURC has been designated as the implementer for a total of 4 projects, while the suitability of 1 project is currently under assessment, with another 5 potential projects, to be implemented one after another by the TURC, gradually making the effectiveness of urban public office renewals. The City Government has created a unique model for social housing, with public social facilities planned in low-rise buildings. Coupled with the resources put in by the social housing youth teams, social housing has become a &ldquo;good neighbor&rdquo;, further implementing the &ldquo;common good&rdquo; community policy. The greatest number of social housing units in Taiwan have been built in the past 8 years. As in the future the demands on professionalism and flexibility of management will rise, establishing a dedicated housing organization was critical, considering the increasing number of completed social housing projects over the past few years. The TURC has 3 central aims: 1. To divide urban renewal projects into real estate leasing and management operations, which are promoted in a financially sound fashion; 2. Promote the sustainable development of the policies for urban public office renewals, social housing and property management; and 3. Through the flexibility of administrative legal persons in personnel and systems, develop the City in a professional manner, improving its efficiency while bringing in the private sector to make Taipei more sustainable.<br />&nbsp;<br />The TURC will carry out relevant operations in a fair and positive manner, while taking into account both benefits and costs. With more flexible personnel, accounting and procurement systems, professional management, and a sound monitoring mechanism, the TURC will continue to be on the front lines to provide the most professional and high-quality services to Taipei citizens in terms of future urban development, becoming the most credible and trustworthy service &ldquo;brand&rdquo; for housing and urban renewal. The Department of Urban Development reserved a total of 40 residential units, including Evergreen House (79 square meters) and Elderly Residence (85 square meters) as the subjects of the elderly housing exchange program trial. By carrying out this trial, it is hoped that the elderly currently living in old buildings will be willing to give up their old homes and move into new social housing equipped with elevators and managed by a professional property management company, thus providing the elderly with improved living services and a better environment.<br />&nbsp;<br />In February 2022, seniors accounted for 20.12% of the total population of Taipei City; the city has thus officially become a &ldquo;super-aged society&rdquo;. This means the city must plan better care and services for the elderly. According to housing information statistics from the 4th quarter of 2021, approximately 97,000 residential units in Taipei City were occupied solely by the elderly, while 43.5% of residential units under tax registration in Taipei City are 4-5 story apartments without elevators. This causes great inconvenience for elderly residents and highlights the issues concerning those living alone or in old apartments. Based on this notion, the City Government has also considered improving more comprehensive residential services, while also gradually increasing social housing. The elderly housing exchange program has been introduced to provide senior citizens with new living options, to help cope with the arrival of a &ldquo;super-aged&rdquo; society.<br />&nbsp;<br />The Department of Urban Development explained that Article 20 of the Leasing Rules for Social Housing in Taipei City sets forth that the City&#39;s construction of social housing is not restricted by the tenant&#39;s property, because it provides the elderly with real estate in the City an opportunity to participate in leases. According to the announcement, the applicant and his/her family members may apply to rent Xingshan social housing, provided they own only one legal household in the city, that is over 20 years old, and located on the second floor or above, without an elevator. The original apartment may then be handed over to the &ldquo;Taipei City Social Housing Leasehold Management Project Phase III&rdquo;, subject to review by an entrusted rental service provider. After matching, a lease management contract for at least 3 years must be entered into. Also, as a means to improving the living standards of the elderly residents, the rooms put forward for the trial program are equipped with bedroom and toilet handrails, as well as sofas, coffee tables, dining tables, chairs, bed frames (excluding mattresses), bedside tables, and other portable furniture.<br />&nbsp;<br />The Department of Urban Development said that the housing exchange program is now open to those elderly and caregivers who meet the criteria, from now until September 14, 2022. Applications are accepted online or by mail. During the campaign period, a &ldquo;Post-Occupancy Evaluation and Planning Design for Taipei City Affordable Housing&rdquo; survey was conducted on tenancy willingness, public facility needs, and expectations of accessory equipment. A total of 1,354 effective questionnaires were collected.<br />&nbsp;<br />After analyzing the questionnaire data, it was found that the age group with the highest tenancy willingness falls within the 20-30-year-old range, with the majority of them unmarried (35.4%). Given this, small-sized social housing will be a preferred choice. Taking into account the ability of single economically disadvantaged households to afford rentals, the current planning of 1-room social housing may not meet the tenancy demand. Therefore, the Department of Urban Development announced a revision of the &ldquo;Publicly Owned Land in Urban Renewal in Taipei City for Social Housing&rdquo; on March 8, 2022, incorporating demand for the suite-type (23-26 square meters) design into the Evaluation Principles. Through mitigation and adaptation strategies, 28 units of the City have been integrated to implement the sustainable Taipei Sponge Cities and Garden Cities goals in public facilities and publicly-owned buildings, and thus far, these efforts have paid off. In addition, 33 public offices have been transformed since the Taipei City Urban Regeneration Office (TCURO) initiated urban regeneration of public offices in 2010. Among these, 16 buildings applied for the EEWH, signifying a carbon reduction equivalent to 3 Da&rsquo;an Forest Parks. Since the Act came into effect on January 31, 2019, Taipei City has upheld to that spirit of honest negotiations to promote property dismantling for urban renewal. Three more dismantling cases have been successfully concluded, showing City&rsquo;s policy of negotiation has borne fruit.<br />&nbsp;<br />Case 1: Dismantling case at Bei&#39;an Section, Dazhi &ndash; The Rights Transfer of the Urban Renewal Project was approved on April 30, 2020. Originally, nine households (ten residents) did not agree with the project. The implementer requested the Taipei City Government to dismantle the property on March 12, 2021. This building had public safety concerns as it was constructed using poorly-processed sea sand, and the condition of the building was poor, with bare steel showing in multiple areas. Households that agreed to dismantling repeatedly expressed their concerns on safety and their desire to return to a safe home. However, due to worries and uncertainty over relocation, some households were reluctant to leave. The City Government made public safety and public interests its first priority, while guaranteeing and answering the interests and requests of owners. The City Government first gained consent from four households then another three. The remaining 2 households also agreed to dismantling, and the implementer withdrew its request for dismantling. Dismantling is underway, and the groundbreaking ceremony is expected to take place after the Lunar New Year.<br />&nbsp;<br />Case 2: Dismantling case at Xuefu Section, Da&rsquo;an - The Rights Transfer of Urban Renewal Project was approved on November 19, 2020. Originally, 1 household did not agree with the project. After several attempts at negotiation by the implementer failed, the Taipei City Government was requested to dismantle the property on July 14, 2021. With most residents wanting to proceed with the urban renewal project as fast as possible, the implementer was able to obtain a demolition permit and made sure that residents who agreed had moved out, then proceeded to dismantling, leaving the properties of households who did not give consent and buildings either side. Although those who did not agree with the project did not live in the building, their rights as residents were protected. However, the City Government hoped that once negotiation was successful, the implementer would complete the final dismantling. After multiple attempts of negotiation and explanation to their questions on the rights value, selection and allocation, and compensation for dismantling, an understanding of these who did not agree on the project was obtained, and the entire building was dismantled. The implementer withdrew the request for dismantling and the groundbreaking ceremony took place on December 22, 2021.<br />&nbsp;<br />Case 3: Dismantling case at Yanshou State Housing, Section J, Songshan - The Rights Transfer of Urban Renewal Project was approved on April 22, 2020. Originally, 5 households did not agree to the project. On June 22, 2021, Taipei City Government was requested to dismantle the property. The building also posed public safety concerns as it was constructed using poorly-processed sea sand. After seeing the rebuild of nearby building State Housing Section I, the Building Management Committee and residents of Section J greatly anticipated the completion of the project. During the negotiation period, the City Government was asked to step in; however the residents who did not agree to the project still had concerns in terms of rights transfers and allocation of property value. In addition to setting up a service office at the site, the implementer also kept in constant communication with these residents, hoping to alleviate their doubts. Due to the fact that over 336 households have not yet begun to move out, the City Government worries that a large number of people moving out from the same place may overwhelm the capacity of nearby rented houses. After multiple discussions with the implementer regarding the moving process, the City Government finally obtained consent from the final 5 households. The implementer withdrew the request for dismantling, and the groundbreaking ceremony will take place in the second half of 2022.<br />&nbsp;<br />Mayor Ko remarked, &ldquo;Please do not use the word &lsquo;mandatory,&rsquo; as dismantling is not always forced, but the attitude of the Taipei City Government is that urban renewal must be done.&rdquo; Dismantling is a challenge for the City Government and implementer, as well as the residents. The process requires continuous communication and interaction, but will not stop because of this. The City is focus on speedy examination and dismantling, while striving to fulfill the expectations of those who give consent and respect those who do not, and does its utmost to understand the demands of coordination of both parties based on the principle of impartiality to show our sincerity. Mayor Ko also attended the meetup to present awards to outstanding young innovators, hoping these young stars can together create a new, even better kind of social housing lifestyles.</p><p>&nbsp;</p><p>According to Huang I-Ping, Commissioner of the Department of Urban Development, the main purpose of today&rsquo;s meetup is for young innovators living in different social housing areas to exchange views and experience on executing the Young Innovator Program. The Taipei City Urban Regeneration Office (TCURO) teamed up with the Taipei Urban Regeneration Center (TURC) to improve communities by actively counseling residents, hoping to increase their willingness for the project to update the old building, the cityscape, and public safety. Located on the southwest side of the intersection of Section 4 of Xinyi Road and Da&rsquo;an Road in Da&rsquo;an District, the Xin-Wei Building is one of the City Government&rsquo;s 22 building renovation projects. Construction of its six floors above ground and single basement level was completed in 1971. After 50 years of development, its living space and public facilities no longer meet the needs of modern life, and the building has aged over the years. Previously, a few private developers evaluated the building for renewal, but since there are 490 apartments in the entire building, with many different property owners and complex property rights, they were unable to reach the threshold for renewal, despite many residents looking forward to the renewal project improving their living conditions and quality of life. After the trial plan for Public Office Urban Regeneration 2.0 was announced in 2020, the City Government initiated the Xin-Wei Renovation Project on March 4, 2021 and conducted a survey on the residents on their willingness concerning the renovation project.<br />&nbsp;<br />After 8 months of hard work, through the peak of the COVID-19 outbreak, over 60% of residents have shown an interest in the project. In the beginning of November, to help residents better understand their rights and obligations and increase their willingness regarding the re-construction project, TCURO and TURC invited the community organization to conduct a field trip and visit the Phase 3 re-construction project in Datong District&rsquo;s Siwen Village. At the site, views were exchanged, and volunteers and cadres of the organization had a clearer understanding of what direction to take. Today (the 26th), the City Government set up an office for the Public Office Urban Regeneration 2.0 plan for the entire Xin-Wei Building, and can now provide better consultation services to residents.<br />&nbsp;<br />Taipei Deputy Mayor Huang Shan-Shan attended the opening of the office and said that the key to successful urban regeneration is the willingness of residents. On June 9, 2021, the Central Government removed the clause limiting land value tax and housing tax holidays during the construction of social housing to one-time-only benefits was deleted from Article 22 of the Housing Act. According to current regulations, depending on the circumstances, tax holidays may be extended by the Executive Yuan six months before the expiration; however, land value taxes and housing taxes have not been completely eliminated. For careful financial planning and sustainable operation of social housing resources, tax holidays will be extended on a rolling basis in line with the government&rsquo;s policy, and rent levels will be adjusted every five years.<br />&nbsp;<br />In accordance with the classification and fee-charging standards set forth in Article 25 of the Housing Act, the City Government also takes into account the varying incomes of rent payers and their ability to pay. The Social Affairs Bureau has created a budget providing social housing rent subsidies ranging from NTD3,000 to NT$11,000, depending on the type of housing, helping families on different incomes to afford social housing, thus implementing housing assistance and putting social welfare into practice.<br />&nbsp;<br />We thank the civil organizations that have long been focusing on and advocating for housing policies, and the representatives from various sectors who have given their valuable views on the development of social housing. Department of Urban Development, Taipei City Government emphasized the safety of the area is the first priority and suggested it should not be opened for urban renewal due to it refers to geoenvironment sensitivity and residents&rsquo; rights. If a hillside building with safety concern, it shall be rebuilt according to &ldquo;Regulation of Speeding Up the Reconstruction of Urban Dangerous and Old Buildings&rdquo;.<br />&nbsp; &nbsp; A catastrophe might happen due to the frequent occurrence of extreme weather and the development of man-made hillside community. Taipei City Government held the opinion that we should reduce the development of hillside. Furthermore, dismantling and rebuilding are not the only solutions for urban renewal, renovating and maintaining are alternative measures to strengthen building structure and ensure the safety of living. Rewards for the renewal volume of urban regeneration are granted by public authority, it can be an incentive to encourage the investment of private sectors. It can provide public facilities to improve the environment of old regions, improve living quality, revive city function and introduce the redevelopment of industries. Thus, the items for rewards for the renewal volume of urban regeneration need to be discussed if it provides with public welfare. The property right does not belong to people under the guarantee of constitution law, it shall not be deemed as a proof to rebuild.&nbsp;<br />&nbsp; &nbsp; After councilor signed a petition and proposed a motion, Taipei City Urban Regeneration Office of Department of Urban Development had checked 40 &ldquo;the third hillside residential areas&rdquo;, in a range of 20.3 hectares within Taipei City. Take the safety of old residential house and building of current household into account, Central Government had issued &ldquo;Regulation of speeding up the Reconstruction of Urban Dangerous and Old Buildings&rdquo;. The rewards for the renewal volume of urban regeneration apply to the hillside old buildings except dangerous buildings, the building under the lowest level after structural safety assessment or the building over 30 years with the seismic capability under the standard level and no beneficial result after refurbishing or no elevator. At the same time, Regulation of Speeding Up the Reconstruction of Urban Dangerous and Old Buildings together with Article 95-3 of Taipei Land Use Zoning Control Self-Government Ordinance, in which the limit of height and floor has been extended. These two amendments had been preliminary announced and arranged for review. This type of hillside building will be rebuilt in the future once it has been approved. On the other hand, to rebuild the old residential houses of Taipei, Taipei City Government had preliminary announced the amendment of Article 10-1 of Taipei Land Use Zoning Control Self-Government Ordinance. In addition to the article, the sites which conform to a certain condition of environmental contribution may be rebuilt with original volume or 20% reward for the renewal volume. The amendment had been submitted to be reviewed in the legislative body.<br />&nbsp; &nbsp; It needs to consider a wide range of issues, such as: urban plan, building regulation, environment conservation, water and soil conservation as well as owners&rsquo; rights, the opinions from interested parties, scholars and experts, whether the third hillside residential areas should be opened. Hillside land shall be developed deliberately. The reward limit of △F5-1 only regulates a maximum, the actual approved limit is determined after the discussion of Urban Renewal and Dispute Settlement Review Committee. Taipei City Government adopted multi-policies, such as: setting up public housing, providing rent subsidy, implementing escrow subletting scheme for private own houses…etc. to solve the problems. According to the statistics for low paid (electricity) bill from Ministry of the Interior, R.O.C., the number of over-one-year idle houses is around 35 thousand. It is also one of the solutions to solve housing problem and strengthen renting market by encouraging private sector to rent the houses. After the revision of Housing Act in 2017, escrow subletting scheme for private own houses is also included in one of the channels for setting up public housing. Taipei City Government, thus, collaborated with central government and provided incentive scheme, escrow subletting scheme, to release 2,200 private own houses. On the other hand, the goal of setting 20,000 public housing is still undergoing.       Since the inauguration of Mayor, Ke, Wen-je, the sites for 20,000 public housing have been checked and 4-year term as well as the funding plan have been arranged. In the budget review process, City Council resolved that Taipei City Government should communicate with local citizens properly in 2015. There were 37 public housing public hearings and explanation sessions held at the neighborhood of each site to actively communicate with residents since February 2016. The equations of each urban building capacity transfer were assessed and calculated with market value rather than government-declared value of land. Department of Urban Development, Taipei City Government briefed the urban building capacity transfer system and advocated the necessity to revise equation in the meeting. Department of Urban Development, Taipei City Government indicated that since Taipei City Government took up building urban capacity transfer for private own reserve land for public facilities, the land area generated from reserve land for public facilities can be converted up to an average 3.2 times of accepted shift-in base volume ratio. The issues on unclear flow of huge and sudden profit for private matchmaking and on whether the profits of landlords were guaranteed is unknown. These impact a lot in city development. Taipei City Government held a “pay cash over to city government for building bulk” civic forum on June 8, 2017 and submitted a formal letter which suggests deleting the multiplier of “accepted shift-in base volume ratio” in the conversion equation to Ministry of the Interior, R.O.C. on June 7, 2017. After the revision of Housing Act this January, the subsidy policy has been categorized. To not reduce the existing benefit and proceed under current framework of rules, Department of Social Welfare and Department of Urban Development abide by three principles, reasonable pay, most suitable living space and household number, and take the lead to set up the standard for rent subsidy. With this policy, the under privileged family may rent a proper house and live satisfactorily in Taipei. In the symposium, the representatives from Association affirmed the achievements of the reform. Deputy Mayor announced urban renewal review will take over the reform.“You have to shave your beard before you can shave another’s beard” was taken as a metaphor by Deputy Mayor Lin. He announced the resolution of urban design review for Taipei City Government two years ago. He also expressed Taipei City Government should put the energy of urban design review to public field in order to control the quality of public property. Thus, urban design review and reform mainly convened project and maximum number of committee members review for private development and public sector individually. Its classified processing procedure can not only focus the key point to public construction but also speed up administrative review process. Urban design review and reform was launched officially in April 2015 and the legalization of procedure came into effect in September in the same year. In the past two years, there were two stages of reviews for public buildings, such as: Taipei City public housing, public land superficies registration and urban renewal, all levels were checked from the drafting of urban design criteria to the review of building design. Speeding up, simplifying and classifying the process procedures for private development cases. According to the statistics, the efficacy of administrative review increased by 50% after the implementation of urban design review and reform. Especially, the reforms, like: meeting minutes were confirmed on the spot, the majority of urban design review was implemented with certainty and the applications were revised according to resolution not to individual opinions, were affirmed and praised by the members of Association. The number of household has been adjusted at present; besides, Taipei City Government actively looked for alternatives to acquire public housing with multiple means and the goal of building 20,000 public housing within 4 years is still constant.    Department of Urban Development explained the sites for public housing shall conform with TOD (Transit Oriented Development) and improvement measures shall be proposed for related problems. The sites for Taipei public housing shall conform with the conditions, such as total area shall not less than 2,000 square meters or the site may build more than 100 household, the ownership is public-owned, it can be built at once, certain regions can be used or unused public land is suitable, site is near MRT station at a distance of 500 meters or near bus stop at a distance of 300 meters. Currently, the sites for 20,000 public housing are mostly long-term reserved sites and are in residential areas. As for the rezoning sites, Board of Urban Planning considered traffic, public facilities and related problems during review process. There were 15 public hearings held up to May 2016. The notice issued was in accordance with “Notice on Holding Public Hearing for Taipei City Government and Its Organizations”, announced 10 days before the event, published in newspapers, entrusted chief of village to deliver the flyers and posted at village offices.Currently, the first public hearing had been held at most sites. In response to the complaints which stated that residents did not receive notices or could not attend but wanted to express their opinions, the Department of Urban Development held the 2nd public hearing. Within 500-meter radius surrounded the sites, except the abovementioned methods, the notices were also delivered door-to-door and attached return envelops which allowed residents to send their opinions back. The mail included a notice of public hearing and a survey. The content conveyed no particular purposes but encouraged residents to express their opinions at the public hearing. After the first public hearing, the Department of Urban Development, Taipei City Government actively compiled and analyzed the information, such as: the impact and improvement of the ambient traffic, the evaluation of the geological conditions, the investigation of historic sites and the research on tree protection. The Department of Urban Development had convened about 20 meetings with the welfare and related agents for the diagrams and the demands of residents in order to provide quality public housing and complete space plan for public facilities.       Take Ming-lun site as an example, after the first public hearing at Ming-lun public housing on February 26, 2016, the Department of Urban Development conducted evaluation and analysis according to the issues concerned by residents, such as: consulted traffic technicians to gather more information about the ambient traffic, entrusted geological drilling companies to investigate geology, verified the range of Yuan-san historic site, recorded and protected old trees within the scope. So far, 3 space plan meetings and many drew up plan meetings have been held. Hopefully, the opinions can be responded and public expectation can be satisfied in the 2nd public hearing in the future.     It has been questioned about the process of bid. The Department of Urban Development indicated that the whole process was dealt with impartial, open and just to choose professional companies. Under Government Procurement Act, the selection processes did not violate any regulations. About the progress of public housing, the sites currently under construction were caught up within the schedule. The Department of Urban Development would reinforce contract management, carry out three-level quality management, check on construction quality strictly and assure completion time to safeguard citizens’ housing in Taipei. Further, the sites which had been budgeted for public housing, The Department of Urban Development would communicate with residents actively under the resolution of City Council and prompt the construction of public housing. (1056 effective samples, margin of error of ± 0.0302 at 95% confidence level.) According to the survey result, 74.3% of Taipei citizens approve the government’s “Rent only, not for sell” policy for public housing. This indicates that the direction of the Taipei City Government’s policy is correct and also matches with the public’s opinion. 10% of the group (113 people) did not support public housing. The reasons were broken down to: 1. Just not support (26%). 2. Thinks the complicated public housing tenants could affect the area’s living quality (20.5%). 3. Inappropriate choice of the location (14.4%). 4. Lack of pre-communication (12.8%). 5. Others (15.8%). Moreover, only 8.4% of the public think it would affect the surrounding traffic.  For the majority of public who support the public housing policy, The Department of Urban Development will continue aiming for the goal of completing 20,000 units in 4 years. St. Government-Led Urban Regeneration Project” is the first in Taiwanese history co-promoted by both local government and university, with the city government authorized “Taipei Urban Redevelopment Center” as executor. Today the project has entered the legal procedures for public exhibiting, officially launching the area’s urban regeneration which had been delaying for 10 years. The Department of Urban Development states that the government-led urban regeneration site is located at Shaoxing S. St and Ren’ai Rd. Sec. 1, neighboring Chiang Kai-shek Memorial Hall and National Taiwan University Hospital. The current site is old and in need for regeneration. The City government is now initialing the long delayed procedure to promote the area’s regeneration through the government-led urban regeneration project.  92% of the site is owned by the National Taiwan University, thus the city government is co-promoting the project with National Taiwan University to improve the area’s environment.  The MOU was signed on May 21th, 2015, and the Administrative Contract of government-led urban regeneration was signed on September 21th, 2015. The target is to combine the current medical resources, creating a medical research industry settlement of “clinical &medical education”, “health industry & service”, “bio-medical technology & innovation”. The Department of Urban Development states this project follows a new development model. The Taipei Urban Redevelopment Center is appointed by the city government as executor, and the site will be developed by seeking investments for superficies. The investors will acquire the superficies by funding the constructions. The benefit of this cooperation is not only to create the top medical complex facilities, promote medical research, and industry development. The most important spirit is: The city government acquires public facility use lands to provide public housings through urban planning. Keeping the historical buildings and old trees in the area by the guidelines of urban design. Reserve open and park spaces to improve public benefits, reshape cityscape and urban functions. After completion It is estimated to provide 93 public households and 33058 sq. meters floor area for National Taiwan University’s medical research, creating more benefits from effective promotion of public land regeneration.Other than creating the top medical complex facilities, promote medical research, and industry development, the most important benefit is the urban design project. To use the land in Linko anticipated for the athlete villages, a compensation for MOI is required by law because it is the property of the MOI’s housing fund. The total compensation and construction cost is estimated $12 billion NTD, consisting $6.359 billion NTD on construction, $4.875 billion NTD on land, and $0.77 billion NTD on design adjustments. The meeting discusses the topic of applying smart technology into urban developmentand by meeting with the international experts and scholars, to enhance the collaboration between the government and the international organizations, hoping to expand the visibility. The UN Habitat is established by UNESCO, a vicennial meetings (1976, 1996,2016), and it will be held in Ecuador on October 2016. The sustainable urban development will be the theme of this meeting. INTA will choose a city from each continent (Asia, Europe, South America, North America and Africa) and hold a roundtable meeting, the first one will be held at Ecuador on September 2015. The Deputy Mayor invited the Secretary-General of INTA Michel Sudarskis to Taipei and meet the Mayor of Taipei, talking about the related issues between both sides, they notonly announced the host city (in Asia), but INTA also said that they will help Taipei City for the Overseas Training on schedule arranging and advices. Ko Wen-Je, the mayor of Taipei City Government will announce this policy on 3/6 at MRT Longshan Temple Station public housing base.Taipei government said that this MRT station development contains a total of 1022 premises, were originally planned for public housing, but the Xindian Depot MRT Station has a general 406 firms involved in the changed to residential, additional lighting and accessibility issues, it will maintain general office use; in addition there are 46 larger house with a higher rental price (rent more than 30,000 NTD) is not suitable when public housing is not included in the rent. As for the two subsequent sale or rental of mining Transit Authority will re-evaluate.According to the Housing Act, the 10 % of the housing should be reserve for (Low-income households; physical and mental disabilities, residents older than 65 years old).
